On July 24, 2026, the Customs Department issued Urgent Official Dispatch No. 19435/CHQ-GSQL regarding the List of products and goods with medium and high risk levels under the authority of the Ministry of Home Affairs. The document was sent to Regional Customs Sub-Departments.
According to the Customs Department, Articles 82 and 83 of Decree No. 37/2026/ND-CP dated January 23, 2026, of the Government stipulate: from July 1, 2026, the inspection of product and goods quality shall be carried out based on the List of products and goods with medium and high risk levels issued by specialized management ministries.

Regarding the application of quality inspection measures under Decree No. 37/2026/ND-CP for products and goods with medium and high risk levels under the management authority of the Ministry of Home Affairs, the Ministry of Finance issued Official Dispatch No. 7199/BTC-CHQ dated May 27, 2026, to the Ministry of Home Affairs (as reported and reflected by Thang May Magazine in the article "A series of elevator shipments 'stuck', waiting for the risk classification list")
In this official dispatch, the Ministry of Finance recommended: "In case, by July 1, 2026, your Ministry has not issued a new List as per regulations, it shall be considered as having no risk-level management list for products and goods, and the customs authority shall handle customs procedures as for regular import and export goods.".
The Customs Department announces the above content for Regional Customs Sub-Departments to be informed and study for implementation; simultaneously enclosing Official Dispatch No. 7199/BTC-CHQ dated May 27, 2026, of the Ministry of Finance.

Thus, with this urgent official dispatch from the Customs Department, Regional Customs Sub-Departments have a basis to continue processing procedures for goods under the management of the Ministry of Home Affairs while awaiting the new list. Consequently, elevator importing enterprises can mitigate the risk of document congestion and be more proactive in their import and customs clearance plans.
On July 24, 2026, the Department of Home Affairs of Bac Ninh Province also issued Official Dispatch No. 3973/SNV-VL, requesting Regional Customs Sub-Department V to handle shipments under the management scope of the Ministry of Home Affairs as regular import and export goods; without requiring enterprises to submit registration documents or notifications of quality inspection results under the previous Group 2 goods management mechanism.
The Department of Home Affairs of Bac Ninh Province also stated that it will not receive or process state quality inspection registration dossiers under the old Group 2 goods list while the Ministry of Home Affairs has not yet issued a risk-based management list.
