On July 24, 2026, the Department of Home Affairs of Bac Ninh Province issued Official Dispatch No. 3973/SNV-VL on coordination for customs clearance procedures for imported goods under the management of the Ministry of Home Affairs.
In order to resolve difficulties and obstacles arising during the implementation of customs procedures from July 1, 2026, the Department of Home Affairs of Bac Ninh Province stated that while the Ministry of Home Affairs has not yet issued the List of products and goods with medium risk and high risk levels, the Department of Home Affairs will not accept or process applications for state inspection of the quality of imported goods under the previous List of products and goods in Group 2.

At the same time, the Department of Home Affairs of Bac Ninh Province requested Customs Sub-Department Region V, based on the Government's Decree No. 37/2026/ND-CP and the guidance of the Ministry of Finance in Official Dispatch No. 7199/BTC-CHQ dated May 7, 2026, to consider and handle customs procedures for shipments under the management of the Ministry of Home Affairs as for ordinary export and import goods.
The Department of Home Affairs of Bac Ninh Province requested not to require organizations and enterprises to submit registration documents or notifications of results of state quality inspection under the previous management mechanism for Group 2 goods.
In this Official Dispatch, the Department of Home Affairs of Bac Ninh Province also requested that enterprises carry out customs procedures according to the guidance of customs authorities; at the same time, they are responsible for ensuring that goods meet quality requirements, technical regulations, labeling, and relevant legal regulations.
In case the goods are also subject to the regulations of other specialized laws, enterprises must fully implement management measures according to the provisions of those specialized laws.

The above guidance was issued by the Department of Home Affairs of Bac Ninh Province based on the transitional provisions of Decree No. 37/2026/ND-CP and guidance from the Department of Employment, the Ministry of Home Affairs, and the Ministry of Finance, as recently reported by Thang May Magazine in the article: A series of elevator shipments 'stuck' waiting for the List of hazardous goods classification.
Specifically, Clauses 2 and 3 of Article 97 of Decree No. 37/2026/ND-CP stipulate that documents on the classification of products and goods in Group 1 and Group 2 and corresponding management measures will only continue to be applied until June 30, 2026.
From July 1, 2026, the quality management of imported goods will be shifted to implementation based on risk levels, on the basis of the List of products and goods with medium risk and high risk levels issued by the line ministry.
In Official Dispatch No. 1550/CVL-QCKĐ dated July 15, 2026, the Department of Employment determined that management measures for goods under the List of products and goods in Group 2 under the management responsibility of the Ministry of Home Affairs have expired since July 1, 2026. Meanwhile, the List of products and goods with medium risk and high risk levels under the management responsibility of the Ministry of Home Affairs is still under review and consideration for issuance.
Official Dispatch No. 7199/BTC-CHQ dated May 7, 2026, of the Ministry of Finance guides: In case the line ministry has not yet issued the list according to new regulations by July 1, 2026, it is considered that there is no List for managing products and goods by risk level; customs authorities shall handle procedures as for ordinary export and import goods.
Based on the above, the Department of Home Affairs of Bac Ninh Province requested Customs Sub-Department Region V and enterprises to coordinate in implementing the aforementioned handling plan.
During implementation, if difficulties or obstacles arise, Customs Sub-Department Region V and enterprises are requested to promptly report them to the Department of Home Affairs for synthesis and reporting to the Department of Employment, the Ministry of Home Affairs, and competent authorities for consideration and guidance.
