On August 6, 2026, the Market Supervision Administration of Gansu Province announced 5 typical violations discovered during the 100-day campaign to review and address safety risks of special equipment.
The announced violations include failure to carry out actual maintenance; signing on behalf of the safety manager; preparing records that do not accurately reflect the work performed; and allowing elevators to serve passengers during maintenance.
The violations were discovered through record inspections, surveillance cameras, and cross-checking electronic maintenance data.
The total fines imposed on the 5 companies amounted to 192,500 yuan (RMB), approximately 750 million VND; in addition, authorities confiscated 10,772 yuan, approximately 42 million VND, from illegal gains.
Never visiting the site but still preparing maintenance records for 68 elevators
The largest-scale case was discovered at the Yida Xinyuedu residential complex, Qin'an County, Tianshui City. This residential complex has 68 traction-type passenger elevators, maintained by the Gansu Branch of Yungtay Elevator Equipment Company .
(*) The Chinese legal name of the sanctioned entity is 永大电梯设备（中国）有限公司甘肃分公司, corresponding to the English name Yungtay Elevator Equipment (China) Co., Ltd., Gansu Branch.
Investigation results showed that the company's employees were scheduled to perform maintenance on 68 elevators at the Yida Xinyuedu residential complex during the period from December 18 to December 26, 2025.
In reality, during this period, the residential complex management removed the wooden boards with elevator emergency rescue instruction signs attached. The maintenance employees directly scanned the codes on these wooden boards and uploaded data to the system, thereby creating "Periodic Maintenance Reports for Passenger Elevators and Freight Elevators – Semi-Monthly."
The maintenance employees did not go to the elevator site to perform the items and requirements specified in the Elevator Maintenance Rules. The maintenance employees also signed on behalf of the safety manager of the user entity in the maintenance records.
Authorities determined that the company failed to perform elevator maintenance in accordance with the requirements of technical safety regulations. This act violates Clause 2, Article 45 of the Special Equipment Safety Law of the People's Republic of China.
On April 24, 2026, the Market Supervision Administration of Tianshui City fined the Gansu Branch of Yungtay Elevator Equipment Company 60,000 yuan (233.2 million VND) and confiscated 7,500 yuan (nearly 30 million VND) in illegal gains. The act was legally determined as failure to perform maintenance in accordance with the requirements of technical safety regulations.
Another case was discovered on December 22, 2025, at a residential complex in Wushan County, Tianshui City. The maintenance provider was Gansu Xinyao Tuoda Electromechanical Equipment Co., Ltd. – Chinese legal name: 甘肃新耀拓达机电设备有限公司.
Through inspection, authorities determined that maintenance employees did not actually perform elevator maintenance work. In the maintenance records, the signature section of the user entity contained multiple different handwriting styles, and other violations also existed. The company failed to perform elevator maintenance in accordance with the requirements of technical safety regulations.
The company was fined 75,000 yuan (291.5 million VND) – the highest fine among the 5 cases – and was also ordered to confiscate 1,064 yuan (4.1 million VND) in illegal gains.
Elevators still serving passengers during maintenance
On March 18, 2026, the management authority of Zhuanglang County, Pingliang City inspected cameras at the Ziyun Tingyuan residential complex. Camera footage showed that during the period recorded as maintenance, the elevator in Building No. 3 was still in operation and serving users normally.
At the elevator entrance, there were no warning signs, barriers, or on-site safety protection measures. The company failed to perform elevator maintenance in accordance with the requirements of technical safety regulations.
Gansu Yuansheng Trading Company was fined 37,500 yuan (145 million VND) and had 541.67 yuan (2.1 million VND) in illegal gains confiscated.
A similar situation was discovered at Hengfa Hotel, Longxi County, Dingxi City. Camera data from May 25, 2026, showed that two elevators were still in normal use throughout the period when employees of Gansu Sanlian Elevator Company were performing work recorded as maintenance.
The company was fined 10,000 yuan (38.8 million VND) for the act of failing to perform maintenance in accordance with the requirements of technical safety regulations.
Contradictory and inconsistent maintenance records
At the Jingjinyuan residential complex, Jingtai County, Baiyin City, authorities inspected the maintenance records of two elevators at Unit 1 and Unit 4, Building No. 10.
The results showed that two items including "bypass device (short-circuit) for landing door and car door safety circuit" and "emergency electric operation mode" were recorded inconsistently.
In 8 maintenance periods, the records used a cross mark; however, in the two maintenance sessions on February 28 and March 30, 2026, the records were marked with "√".
After verification, the management authority concluded that Baiyin Tengyi Elevator Company failed to perform maintenance in accordance with the requirements of technical regulations. On June 10, 2026, the company was fined 10,000 yuan (38.8 million VND) and had 1,667 yuan (6.5 million VND) in illegal gains confiscated.
The violation was determined from contradictions in the records and the results of inspecting the performance of the two above-mentioned items.
Article 45 of China's Special Equipment Safety Law stipulates that maintenance units must strictly comply with the requirements of technical safety regulations, ensure the safety performance of elevators, and implement on-site protection measures. Under Article 88, the act of failing to maintain in accordance with regulations may be subject to a fine of 10,000 to 100,000 yuan and confiscation of illegal gains.
TSG T5002-2017 Elevator Maintenance Regulations divide work into semi-monthly, quarterly, semi-annual, and annual maintenance periods. Records must show the equipment, time, personnel, items, and actual work performed; they must also be confirmed by the safety manager of the user entity.
