On October 14, Quang Ninh City Police announced that the Investigation Police Agency of Quang Ninh City Police (Economic Police Division) has just initiated a case regarding the illegal trading of invoices occurring at Phu Thanh Elevator Co., Ltd. and Duc Thinh Construction Development Joint Stock Company.
At the same time, the Investigation Agency initiated proceedings against Trinh Thi Binh (born 1971, residing in Dong Quan village, Vinh Thuan commune, Hai Phong City) and Pham Van Duc (born 1982, residing in group 5, zone 10, Bai Chay ward, Quang Ninh City) on the charge of "Illegally printing, issuing, buying and selling invoices and documents for collection and payment to the state budget," as stipulated in Clause 2, Article 203 of the Penal Code.

According to initial investigation results, in late 2022, Trinh Thi Binh (born 1971, residing in Vinh Thuan commune, Hai Phong City) was asked to purchase a VAT invoice for 40,000 cubic meters of sand, with a total post-tax amount of over 3.5 billion VND.
Binh contacted Dong Tien Doan Hung Co., Ltd. to issue a fictitious VAT invoice with the above content to Phu Thanh Elevator Co., Ltd., whose Director is Pham Van Duc (born 1982, residing in Bai Chay ward, Quang Ninh City).
After completing the above task, Trinh Thi Binh earned a profit of 180,200,000 VND.
After obtaining the input invoice, Pham Van Duc directed the accountant of Phu Thanh Elevator Co., Ltd. to issue a sales invoice for the above volume of sand to Duc Thinh Construction Development Joint Stock Company, whose General Director is Nguyen Van Luc, to serve land leveling at the Bac Tien Phong Industrial Park project, Quang Yen ward, Quang Ninh City.
After the Quang Ninh Provincial People's Procuracy approved the procedural decisions and orders against Trinh Thi Binh and Pham Van Duc, the Investigation Police Agency implemented preventive measures, conducted searches of the residences and workplaces of the two defendants to serve the collection of documents and evidence to expand the case.
The case is under further investigation and clarification.
