National technical regulation on elevators to ensure access for people with disabilities

Circular No. 21/2014/TT-BXD of the Ministry of Construction promulgating the National Technical Regulation on Construction of Works to ensure access to use by people with disabilities, in which Section 2.5 regulates elevators specifying the regulations. technical specifications for elevators.
Towards the goal of ensuring the right of people with disabilities to access public spaces, the Ministry of Construction has issued Circular No. 21/2014/TT-BXD with various construction related items such as parking lots. vehicles, bus stops, access roads, entrances, doors, roads and sidewalks, signs, etc. These regulations are applied to create a fair environment for people with disabilities, ensuring accessibility. access to use as well as participation in economic, cultural and social activities.

In which, Section 2.5 Elevator  has 5 specific criteria for technical regulations on elevators.

  1. Clearance size of elevator door after opening is not less than 900mm. Dimensions of clearance inside the elevator room are not less than 1,100mm x 1,400mm.
  2. The size of the waiting space in front of the elevator door is not less than 1,400mm x 1,400mm.
  3. Elevator doors must be installed with self-closing devices. Opening and closing time must be greater than 20 seconds to ensure safety for people with disabilities. In the elevator, handrails must be arranged in accordance with the provisions of 2.2.3.
  4. The control panel in the elevator room is installed at a height of not more than 1,200mm and not lower than 900mm from the floor of the elevator to the center of the highest control button. The control buttons must have characters with contrasting colors or perceptible signals and Braille system.
  5. The sign showing the number of floors corresponding to the elevator position is lit or has an audible notification system outside and inside the elevator. Next to the elevator exit at each floor, Braille must be arranged.
