Guidelines for announcing conformity registration on the National Database of Standards, Metrology, and Quality

Circular No. 22/2018/TT-BLĐTBXH stipulates that elevators and elevator safety devices are among the equipment belonging to Group 2, which are objects with a risk of causing unsafety and are equipment with strict requirements for labor safety according to regulations of the Ministry of Labor, Invalids and Social Affairs (now the Ministry of Home Affairs).

According to Circular No. 26/2018/TT-BLĐTBXH, Group 2 products and goods under the state management responsibility of the Ministry of Labor - Invalids and Social Affairs (now the Ministry of Home Affairs) must be declared conforming to corresponding national technical regulations.

Specifically, elevator conformity certification is carried out based on two standards: QCVN 02:2019/BLĐTBXH for passenger elevators or passenger and goods elevators; QCVN 32:2018/BLĐTBXH for household elevators.

After completing the elevator conformity certification, organizations and individuals proceed to prepare the conformity declaration dossier and make the declaration through the National Database on Standards, Metrology, and Quality according to regulations of Circular 14/2026/TT-BKHCN stipulating the declaration of standards conformity, declaration of regulation conformity, and methods of assessing conformity with standards and technical regulations issued by the Ministry of Science and Technology, effective from May 25, 2026.

Instead of registering the conformity declaration at the designated specialized agency, Circular 14/2026/TT-BKHCN requires organizations and individuals to declare conformity directly through the National Database on Standards, Metrology, and Quality at: https://nqi.gov.vn/ 

However, as of June 15, 2026, there is currently no information on elevator/equipment conformity declared by organizations or individuals on the Database on Standards, Metrology, and Quality.

The procedure for declaring conformity is specifically stipulated in Article 13 of Circular 14/2026/TT-BKHCN, including the following steps:

Step 1: Prepare the conformity registration form:

- Organizations and individuals fill in the information on the conformity declaration registration form according to the template in Appendix IV of this Circular.

- Organizations and individuals are responsible for identifying and fully listing the corresponding technical regulations that must be applied to their products, goods, services, processes, environment, or other objects in their socio-economic activities on the conformity declaration registration form.

- The organization or individual responsible for the declared object must sign and certify the conformity declaration registration form.

Step 2: Register the declaration through the National Database on Standards, Metrology, and Quality and receive a confirmation code for completed registration on the National Database.

After completing the registration, organizations and individuals are responsible for maintaining conformity, using the conformity mark before putting products on the market, and keeping the declaration dossier for inspection and audit purposes.

Documents to submit when declaring conformity include:

- In case of declaring conformity based on certification results from a conformity certification body: Electronic copy of the Certificate of Conformity with the corresponding technical regulation issued by the conformity certification body to the organization or individual.

- In case of declaring conformity based on the organization's or individual's self-assessment results: a self-assessment conformity report (according to the template in Appendix V of this Circular) along with an electronic copy of the test results conforming to the technical regulation from a designated or recognized testing organization as stipulated in the corresponding technical regulation.

Note: According to the National Technical Regulation on Elevators - QCVN 02:2019/BLĐTBXH, for the elevator sector, products must be certified as conforming to national technical regulations by a certification body designated or recognized by the Ministry of Labor - Invalids and Social Affairs (now the Ministry of Home Affairs).

In case the National Database on Standards, Metrology, and Quality has errors or the infrastructure is incomplete, organizations and individuals can register the conformity declaration by direct submission or via postal service to the local specialized agency. The local specialized agency is responsible for updating the conformity declaration registration on the National Database on Standards, Metrology, and Quality.

In case there is no local specialized agency, the agency under the Ministry, the ministerial-level agency managing the sector or field designated or assigned responsibility by the Minister or Head of the ministerial-level agency shall receive the conformity declaration dossiers of organizations and individuals.

Issues of establishing and storing the conformity declaration dossier

Organizations and individuals are responsible for establishing and storing the conformity declaration dossier to serve as the basis for inspection and audit by state management authorities. The dossier components include:

- For declarations based on certification results:

+ Original of the certificate of conformity.

+ Certification dossier of the performing conformity certification body.

+ Conformity declaration registration form and confirmation information of completed registration on the National Database.

- For declarations based on self-assessment results:

+ Conformity declaration registration form and successful registration confirmation information.

+ Original self-assessment and supervision dossier, including detailed content: General product description, manufacturing information, test results, quality control plan, and self-assessment report.
