This is important content within Decree No. 372/2026/ND-CP stipulating activities of identification, authentication, and product and goods traceability, which was just issued by the Government on September 29, 2026. This Decree takes effect from January 1, 2027.
According to the Decree, activities of identification, authentication, and traceability of products and goods through the National Platform for Identification, Authentication, and Product and Goods Traceability as stipulated in this Decree shall be carried out by production or business batch, lot, or down to each individual product or goods unit based on the risk level of the product or goods.
Specifically, for products and goods with high risk levels, the identification, authentication of master data on products and goods, and traceability shall be carried out on a mandatory basis.
The list, roadmap for application, method of implementation by production or business batch, lot, or down to each individual product or goods unit, key events, and sector-specific data requirements shall be determined and decided by the line ministry or sector management body within its authority, ensuring feasibility and compatibility with enterprise capacity and the development characteristics of each commodity sector.
The National Platform for Identification, Authentication, and Product and Goods Traceability shall perform technical functions of identification, authentication, cross-referencing, tracking, connection, and data sharing on the basis of the list, roadmap, and sector-specific requirements issued by competent authorities.
Elevators and elevator safety components; escalators and passenger conveyors belong to the group of high-risk goods.
According to the provisions of Circular No. 16/2026/TT-BNV on the List of products and goods with medium risk levels and high risk levels under the state management responsibility of the Ministry of Home Affairs, elevators and safety components as well as escalators and passenger conveyors are classified into the group of products and goods with high risk levels.
For products and goods with medium risk levels and low risk levels, identification, authentication, and traceability are encouraged to be carried out voluntarily in accordance with the provisions of this Decree.
The Decree also stipulates that for exported products and goods, the application of identification, authentication, and traceability shall be carried out on a voluntary basis, except where specialized legal provisions provide otherwise. The State encourages organizations and individuals to proactively apply these measures to meet the requirements of importing countries, export markets, and international trade activities.
The Decree does not apply to goods temporarily imported for re-export, in transit, transshipped, or transited, and imported goods sent to bonded warehouses for export to third countries. Products and goods in the fields of national defense, security, and cryptography with confidentiality requirements regarding origin and provenance are also not subject to mandatory application.
Traceability on the National Platform
According to the provisions, product and goods traceability activities shall be carried out in the digital environment through UID codes on the National Platform. Traceability must be recorded through the initiation of digital certificates via UID codes, in order to ensure integrity, verifiability, and independent traceability.
Digital certificates shall be initiated for key events in the process of production, import, export, circulation, and consumption, including the issuance of invoices and the recording of the time when the customs authority decides to clear goods.
Organizations and individuals responsible for each key event in the supply chain shall be responsible for ensuring the initiation of corresponding digital certificates through the UID code of the product or goods, except where the data has been synchronized to the National Database on Products and Goods.
Quality certifications, certificates of origin, conformity certifications, standard compliance certifications, and other documents attached to high-risk products and goods shall be digitized, authenticated, connected, and synchronized with the National Platform according to the roadmap and data standards prescribed by competent authorities. Documents for medium and low-risk goods are encouraged to be digitized.
Notably, digital certificates on quality certification, origin, conformity, standard compliance, and other documents attached to products and goods that have been initiated on the National Platform shall have the same legal validity as originals.
The Decree applies to state agencies, organizations, and individuals engaged in producing, processing, manufacturing, trading, distributing, importing, transporting, and storing products and goods; organizations providing electronic authentication services; and organizations and individuals participating in the exploitation and use of information on the National Platform and the National Database on Products and Goods.
Product and goods identification code (called UID code) is a digital link conforming to national standards and international GS1 standards, automatically created on the National Platform for Identification, Authentication, and Product and Goods Traceability, capable of identifying and tracing down to each unit or batch, lot, or type of product or goods.
The product and goods name in the master data is the name given and labeled by the producing or importing organization or individual in accordance with the law on goods labeling; organizations and individuals may additionally declare trademarks and other names of the same product or goods in the master data for lookup and cross-referencing purposes.Master data on products and goods shall be standardized by code, group name, and product sector according to the Vietnam Product Classification System and goods codes according to the Vietnam Export and Import Goods Nomenclature.
The recording of goods names on invoices and documents shall comply with the law on invoices and documents; UID codes shall be used to cross-reference goods names with the authenticated master data on the National Platform.
