Designation of the focal agency for implementing 3 major Free Trade Agreements

TCTM - Deputy Prime Minister Bùi Thanh Sơn signed Decisions: 126/QĐ-TTg, 127/QĐ-TTg, 128/QĐ-TTg designating the focal agencies for implementing the three Agreements: The Free Trade Agreement between the Socialist Republic of Vietnam and the European Union (EVFTA); The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); The Free Trade Agreement between the Socialist Republic of Vietnam and the United Kingdom of Great Britain and Northern Ireland (UKVFTA).

According to the aforementioned decisions, the Ministry of Industry and Trade is the lead agency responsible for coordinating and synthesizing the implementation status of the three Agreements from relevant ministries, sectors, and agencies, and reporting to the Prime Minister; concurrently, it is the lead agency for the overall coordination of developing, synthesizing proposals, and receiving technical support from foreign partners during the implementation of the Agreements.

The Decision also specifies the List designating focal point agencies for implementing the Chapters of each Agreement; the List designating focal point agencies for receiving and exchanging information and for liaison; the List designating focal point agencies responsible for participating in discussions on emerging issues within the CPTPP; and the List designating focal point agencies participating in the Committees and Working Groups of each Agreement.

Accordingly, for the Free Trade Agreement between the Socialist Republic of Vietnam and the European Union (EVFTA), the Ministry of Industry and Trade is the focal point and lead agency for contents related to: Trade Remedies, Non-Tariff Barriers to Trade and Investment in Renewable Energy Generation, Competition Policy, State-Owned Enterprises, Enterprises Granted Special Privileges or Preferences, and Designated Monopolies, Institutional Provisions, General Provisions and Final Provisions...;

The Ministry of Finance is the focal point and lead agency for contents on Customs and Trade Facilitation, and Government Procurement; the Ministry of Science and Technology is the focal point and lead agency for contents on Technical Barriers to Trade, and Industrial Property; the Ministry of Agriculture and Rural Development is the focal point and lead agency for contents on National Treatment and Market Access for Agricultural Goods, Sanitary and Phytosanitary Measures...

Regarding the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Ministry of Industry and Trade is assigned as the focal point and lead agency for contents related to: Cross-Border Trade in Services, Competition Policy, Cooperation and Capacity Building, Competitiveness and Business Facilitation, Trade Remedies, Dispute Settlement...;

The Ministry of Finance is the focal point and lead agency for contents on Tariffs, Customs and Trade Facilitation, and providing information and data related to state-owned enterprises...; the Ministry of Home Affairs is the focal point and lead agency for contents on Labour.

For the Free Trade Agreement between the Socialist Republic of Vietnam and the United Kingdom of Great Britain and Northern Ireland (UKVFTA), the Ministry of Industry and Trade is the focal point and lead agency for contents related to: Trade Remedies, Non-Tariff Barriers to Trade and Investment in Renewable Energy Generation, Competition Policy, Trade in Services and Electronic Commerce, Dispute Settlement...;

The Ministry of Culture, Sports and Tourism is the focal point and lead agency for contents related to Copyright and Related Rights; the Ministry of Justice is the overall lead and coordinating focal point for Transparency...

Regarding the Free Trade Agreement between Vietnam and the European Union (EVFTA) and the Free Trade Agreement between the Socialist Republic of Vietnam and the United Kingdom of Great Britain and Northern Ireland (UKVFTA), the Vietnam Elevator Association is currently an official member of the Domestic Advisory Group (DAG) of Vietnam for the aforementioned Agreements, according to Decision No. 415 issued by the Ministry of Industry and Trade.
