Problem with solution…
The Hanoi Department of Construction and other related management agencies such as the House Management Board, the Department of Finance or the Hanoi People’s Committee have conducted very closely, according to the correct process and responsibility, the plan to repair the elevator. But the result until now is early 2022, those elevators have not been repaired even though the plan was started at the end of 2020. In other words, “Apartment elevator safety” – difficult problem for authorities, everyone is “responsible” in the solution, but until the end, the answer is still none. If we continue with these roundabout solutions, will the people’s well-being and security be guaranteed as the goal of the State’s policies?
According to the Hanoi Department of Construction, by the end of 2019, Hanoi has nearly 2,600 apartments, accounting for 58% of the number of apartments in the country, of which there are nearly 1,580 old apartments, 845 commercial apartments and 174 resettlement apartment. Obviously, apartment elevator safety is a big problem. This problem has the presence of many authorities with different tasks and responsibilities.
When the first issue of the apartment elevator safety article was published by Elevator Magazine, the question many readers asked was “Who is in charge?”. This question seems simple, but in reality it is not. With the research of Elevator Magazine, an elevator operated in an apartment complex will involve individuals and management agencies: Residents, the Management Board, Housing Management Company, Department of Construction, Department of Occupational Safety, etc., in terms of funding sources for maintenance and operation, it is related to other agencies such as City People’s Committee, Department of Finance, etc. Each agency has its own functions, duties and responsibilities for the apartment elevator in each issue and event.
But in summary, to ensure safety in the operation of apartment elevators, these agencies need smooth coordination in all activities, working together towards the ultimate goal of the big problem: Safety of citizen.
… but where is the answer?
Looking back at the unsafe elevator incident at Den Lu Resettlement Area (Hoang Mai, Hanoi) or the social housing area for workers in Kim Chung Commune (Dong Anh, Hanoi), we all realize that “no one is irresponsible” is an established statement. However, contributing to the solution of that big problem, looking directly at the problem in an intuitive and fair way, we must admit that these solutions are all around the bush instructions.
The official response to Elevator Magazine of the Department of Construction still refers to this agency… not being irresponsible?
After a lot of documents submitted and reviewed between Hanoi Housing Management and Development One Member Limited Liability Company from the end of 2020 until now about the current status of elevators at Den Lu Resettlement Area, the broken elevators are still in place. Waiting for the day to be repaired, the unapproved elevators still operate in unsafe conditions. Until the Vietnam Elevator Association, Elevator Magazine provided information to the Department of Occupational Safety, the Ministry of Labor, War Invalids and Social Affairs, the Hanoi Housing Management and Development One Member Limited Liability Company officially sent a letter to the Department of Construction, requesting “stop using the elevators of the resettlement apartments that are not technically safe to carry out maintenance work for unexpected damage”.
The elevator inspection period was carried out by this company from March and April 2021, but it was not until December that this unit proposed to stop using elevators that are not technically safe. But is locking solution whenever it is too hard to solve a reasonable result?
And even though the Hanoi Department of Construction later sent an official letter marked “express” asking this unit to urgently implement the approved maintenance plan for 2021 and 2022, it continued to update the maintenance plan. until 2022 to submit to the Department for approval, but until when will it be submitted and approved? When the Hanoi Housing Management and Development One Member Limited Liability itself still insists that: not knowing where to get the funding from, urgently is when to start and when to finish…
The official letter of response from the Hanoi Department of Construction to the Hanoi Housing Management and Development One Member Limited Liability Company, in addition to asking this unit to urgently perform maintenance, maintenance, and addition of the plan, did not have any direction. What are the specific instructions for this “urgent” to be implemented effectively and in accordance with regulations on public finance?
A big problem obviously needs an elaborate solution, but the implementation as the current situation really does not meet the needs of the people in time. As long as there are processes, procedures, waiting and “no one is irresponsible”, the result is that we all lose!
The safety of the people is not guaranteed, which means that people’s trust in the authorities is dwindling with every moment they have to wait. Trust is not maintained, other values will also be wasted. In fact, the quality of life of the resettlement areas is no longer enough for people to believe in clearance and compensation projects. In fact, the quality and safety of apartment buildings make people refuse to “get up” because of the belief that “ground floor” is safer. Obviously it’s just a matter of belief, but we may miss a future not only in Hanoi or other major cities today, but across the country when the general trend is synchronous urban development. .
Let’s find new solutions to get the right answer
The solution is good, even though “no one is irresponsible” but the answer is still waiting, it’s an unsuccessful solution. It’s time to find a new solution together!
Processes, procedures and documents submitted – approved – directed are only causing the ball of responsibility to be kicked back and forth, strictly written but not effective or thorough. , and finally “the darkest place is right at the lampstand”, issues that are closely watched by guidelines and policies that have not really brought about the quality of life that people need.
The year 2021 has ended, but the 2021 maintenance and repair plan has not yet worked for people. It is 2022 now, when people will still wait anxiously until? It’s time for agencies to sit together, find new solutions together, and write together an optimal, drastic, specific, and realistic formula. In particular, it is important to strictly ensure the use of public finance without causing stagnation, easily making people tired of waiting in insecurity, in potential dangers.
