Hanoi: Rescue of a girl trapped in a flooded elevator in a building basement

EM – Due to the impact of Typhoon No. 10 (Bualoi) causing flooding in many areas of Hanoi, an elevator in Thanh Xuan district suddenly slid and fell into a flooded basement while there were people inside the cabin. Fortunately, there were no casualties, but the incident serves as another warning about the risk of elevator safety during the stormy season.

On the afternoon of September 30, at Building No. 38 adjacent to Ha Dinh Lake (Khuong Dinh Ward, Hanoi), a female office worker traveling from the second floor to the first floor experienced a sudden freefall, plunging the elevator cabin into a flooded basement.

Upon receiving the report, the Khuong Dinh Ward Police coordinated with the Fire Prevention, Fighting, and Rescue Police Force of the Hanoi City Police to urgently deploy personnel and equipment to the scene.

Authorities rapidly mobilized pumps to drain the basement, coordinated with the power utility to cut the electricity supply to ensure safety, and simultaneously utilized specialized equipment to force open the elevator doors.

Lieutenant Colonel Tran Duc Quang, Chief of the Khuong Dinh Ward Police, stated that after extensive efforts, the victim was safely extracted without injury.

This incident once again sounds the alarm regarding elevator safety risks during the stormy season. Experts from the Institute of Elevator Applied Engineering recommend that residents take proactive prevention measures and strictly adhere to safety protocols regarding usage and equipment maintenance. The following are crucial guidelines:

– Do not use the elevator when the equipment is flooded or the power supply is unstable: During storms and floods, absolutely avoid using elevators to ensure safety. These conditions can cause power instability or short circuits, leading to the elevator stalling mid-operation and endangering users. In buildings and apartment complexes, management boards need to assess the actual situation, issue clear notices, and guide residents to ensure safety.

– Move the elevator to a higher floor and cut the power:

+ Move all elevator cabins to higher floors, ideally positioning them in the middle of the shaft. This helps protect the cabin, counterweight, and cables from damage if water floods the pit at the bottom level. 

+ If the elevator has doors opening to the outdoors, move the cabin to the top floor to prevent water from overflowing onto the cabin roof through the gaps in the landing doors facing outside. 

+ After moving the cabin to a high floor, immediately disconnect the power source to stop elevator operations, preventing risks of electric shock and short circuits during flooding. 

– After the storm ends:

+ Do not attempt to use the elevator immediately.

+ Contact a professional elevator service provider to inspect the equipment's condition before resuming operation.
