Since early December 2025, the daily lives of residents at C5 Apartment Complex have been disrupted as elevators continuously encounter incidents, and all 6 elevators in the building have expired their inspection. With 410 households, the fear of unsafety is constant every time they use the elevator.

Resident Nguyen Van Ngoc (born in 1959) stated that the C5 Apartment Complex, invested by HUD4 Investment JSC, consists of 3 buildings: A1, A2, and B, each 11 stories high, completed and put into use since 2017.
According to Mr. Ngoc, when purchasing apartments, residents had to pay a 2% maintenance fee as per regulations. However, in reality, many maintenance items are almost not implemented, causing the internal technical systems of the apartment complex to increasingly degrade and break down.
“The apartment complex's elevator system has 6 units, operating for nearly a decade but almost never receiving periodic maintenance. The elevators continuously encounter errors, sometimes stopping suddenly while moving. Since early December until now, the elevator system has expired its inspection but has not yet been repaired. Some elevators are damaged and cannot operate,” Mr. Ngoc said.

According to Mr. Ngoc, his family lives in building A2, where one elevator is currently broken and unusable. Going up and down is very arduous, especially for households on high floors. Children and the elderly almost only stay indoors because they dare not take the elevator, while taking the stairs is too exhausting.
Besides the elevator issue, the fire alarm system has similarly degraded. Many fire extinguishers are old, some smoke detectors are broken or operate unstably, posing potential safety risks. The corridors also show signs of peeling, cracked floor tiles, and stained, patchy walls that have not been repainted.
It is known that on December 10, 2025, the Operation Management Board of C5 Apartment Complex sent a notice to households, stating clearly that the Building Administration Board had ended its term and a new board had not yet been elected. Currently, all 6 elevators at the apartment complex have expired their inspection. specifically, the passenger elevator cable set at building A2 has dried out of oil and is shedding red filings, failing to ensure safety for users and equipment.
In addition, shared technical infrastructure items such as backup generators, domestic water pumps, fire prevention and rescue systems, electricity, water, underground tanks, yard foundations, corridor tiles... also have some items with expired maintenance according to regulations.
Given the situation above, if an unexpected incident occurs, there will be no resident representative to step up to decide and handle it. Therefore, the Operation Management Board of C5 Apartment Complex has temporarily suspended the operation of the elevator at building A2 to ensure safety.
Regarding this incident, a representative of the Hac Thanh Ward leadership said that the locality has grasped the information and assigned the specialized department to coordinate with relevant units to clarify the matter, aiming to ensure the rights and safety of the households.
