EM - On June 11th 2025, Vietnam Elevator Association (VNEA) submitted an official letter to Minister of Home Affairs Pham Thi Thanh Tra, proposing a number of recommendations regarding Circular No. 13/2024/TT-BLDTBXH on the annulment of the recognition and use of test results from foreign testing laboratories. The letter highlighted the practical challenges encountered during implementation and proposed solutions to help alleviate difficulties faced by enterprises.
EM – Faced with the cost and time burdens, and the risk of “congestion” due to the new regulation on elevator testing, businesses have unanimously put forth a series of practical proposals in hope government agencies will listen and solve the issues in a timely manner.
EM – Under Circular No. 13/2024/TT BLDTBXH, all elevator safety components must be tested domestically. However, with only one designated testing organization nationwide, many companies are concerned about capacity, costs, and market bottlenecks.
EM - The new regulation abolishing the recognition of elevator test results from abroad, which takes effect from 1st February, 2025, is putting businesses in a difficult position, as each elevator unit is expected to bear an additional testing cost of at least 63 million VND (2,419 USD, 1 USD = 26.037 VND). Furthermore, the test results are only valid for each shipment and cannot be applied on a mass scale or for a set duration.
EM - Reducing the use of elevators is one of the urgent solutions stated in the document of the People's Committee of Ho Chi Minh City to promote energy saving and ensure safe and stable electricity supply. However, let’s also consider the ways to save electricity for elevators.
