Hanoi to spend 30,000 billion VND to expand the road around West Lake

On the morning of January 27, 2026, the Hanoi People's Council passed a resolution preliminarily approving the investment policy for the project to invest in, renovate, and promote the value of the West Lake area and its surrounding landscape traffic route, using the Public-Private Partnership (PPP) model under a Build-Transfer contract type.
The resolution clearly states that the project location includes the entire West Lake area, bounded by the main routes: Thanh Nien Street, Thuy Khue Street, Nguyen Dinh Thi Street, Trich Sai Street, Lac Long Quan Street, Ve Ho Street, Nhat Chieu Street, Sen Tay Ho Street, Quang Ba Street, Quang Khanh Street, Quang An Street, Tu Hoa Street, Vu Mien Street, Yen Hoa Street, and Thanh Nien Street.
The project's goal is to develop the West Lake area into a sustainable cultural, tourism, and creative economic center of the Capital; to exploit its landscape, historical, cultural, and ecological values in connection with the Old Quarter, the French Quarter, and the Red River space, contributing to economic development, improving the quality of life for residents, and enhancing the image of the Capital.
The project study scope is approximately 575 hectares, of which the water surface area of West Lake (over 520 hectares) will remain unchanged, and the land area is about 49.7 hectares, including other small lakes.
Hanoi will expand over 11 km of roads around West Lake to 21-24 m
The total length of the adjusted routes around the lake is over 11 km. Sections along Nhat Chieu, Ve Ho, Trich Sai, Nguyen Dinh Thi, Quang An, and Quang Ba are proposed to be widened to 21-24 m with the cross-section as shown. Sections passing through existing flower garden areas will be widened to ensure a 7 m roadway on each side and a 5 m lakeside sidewalk to preserve the maximum green area and minimize landscape impact.
For the Thanh Nien Street section and Quang Khanh Street, the existing cross-section will be maintained, with improvements to sidewalks, flower gardens, and parks. The sections along Tu Hoa Street, Yen Hoa Street, and Lac Long Quan Street will retain their existing traffic cross-section, with sidewalk improvements.
The project aims to create plaza spaces and lakeside viewing decks, including 27 viewing deck locations and 2 floating plazas: Van Cao Plaza and Kim Nguu Wharf Plaza, and to build the Nhat Chieu and Sam Cam landscape bridges with an average width of about 10 m.
Additionally, Hanoi will also build 6 boat wharves around West Lake, comprising 3 main wharves and 3 auxiliary wharves.
On the development land fund around West Lake, Hanoi will construct: a Four Seasons Flower Park, Dam Dong Park, Ben Chum Flower Garden, Thuy Su Pond, commercial service buildings, underground parking facilities, environmental protection works, landscape lighting, and immersive reality shows.
The preliminary total investment is approximately 30,000 billion VND. Phase 1, from Q1/2026 to Q2/2027, will complete the Quang Ba, Quang Khanh, Quang An, Tu Hoa, Yen Hoa, and Thanh Nien sections. Phase 2, from Q3/2027 to Q1/2030, will implement the remaining components and finalize the project accounts.
The project is expected to be implemented under a Build-Transfer (BT) contract. The payment method for the investor, using state budget or land funds, will be determined at the investment policy decision stage.
