The event, organized by the Vietnam Elevator Association (VNEA), has an extensive scale, towards the goal of sustainable and long-term industry development. Experts in training and human resource development will discuss and contribute ideas on a very urgent issue: Improving the quality of human resources in the Vietnam elevator industry

Speaking at the opening of the conference, Mr. Nguyen Hai Duc – Chairman of Vietnam Elevator Association mentioned 4 groups of key tasks in the coming time to help Vietnam elevator industry overcome common difficulties to break through. In particular, the key, important and strategic issue of the group of 4 issues raised is to discuss the current situation, solutions, and orientation to develop human resources for the elevator industry.
Deputy Minister of Labor, Invalids and Social Affairs, Mr. Le Van Thanh highly appreciated the Vietnam Elevator Association for organizing the conference “Improving the quality of human resources in Vietnam elevator industry”. This is a very practical activity to respond to World Youth Skills Day July 15, 2022, with the message “Let’s transform youth skills for the future” by the United Nations as the theme in the context of the current crisis, joint efforts towards socio-economic recovery from the Covid-19 pandemic, addressing common world challenges such as climate change, conflict, poverty, increasing inequality, rapidly changing technology… and other challenges.

Deputy Minister Le Van Thanh suggested that the Vietnam Elevator Association absorb and synthesize opinions at the conference, coordinate consultations and suggestions with relevant authorities on policy making and state management in order to contribute to the development of human resources, especially high-quality human resources associated with quality assurance, occupational health and safety in the field of elevators and escalators. This is the basis for submitting to the Government to update, supplement and remove a number of jobs that directly affect the health and safety of workers that require a national certificate of occupational skills.
The conference attracted the attention of a large number of managers, scientists and enterprises in the elevator industry
The conference listened to many presentations and speeches of the delegates, and discussed about the current situation of training and recruitment of human resources in the elevator industry, difficulties and solutions to this problem.
Dr. Nguyen Chi Truong, Director of the Department of Vocational Skills, General Department of Vocational Education and Training, Ministry of Labour, Invalids and Social Affairs stated the actual situation of labor productivity of our country compared to ASEAN (data on 2010): Equal to 1/30 times of Singapore’s labor productivity; 29% of Thailand’s labor productivity; 13% of Malaysia… These numbers will be warnings for the Vietnamese elevator industry to see what needs to be done so that the labor productivity of this industry’s human resources will not fall into the above situation.
Mr. Truong emphasized that in order to increase labor productivity, it is necessary to create an ecosystem of vocational skills development, including 6 pillars: National framework of occupational skills; Standardization of national vocational skills; Lifelong learning; The system of assessment and granting of the National Certificate of Vocational Skills; Recruiting and employing skills-based skills; Financial sources. In which, National Standardization of Vocational Skills is an urgent task for the elevator industry. However, in fact, this issue for the elevator industry is still “left open”. It is clear that we are lacking a standard of skill level and ethics for human resources in the elevator industry.
In addition, the Employment Law and Decree 31/2015/ND-CP clearly stipulate on jobs that are potentially dangerous to workers or the community, heavy, hazardous, etc. National Certificate of Vocational Skills. Why do the characteristics of the elevator industry have similar properties but not yet applied?
According to Dr. Tran Thi Hong Lien, Deputy Director of the Office of Employer Gender – Vietnam Confederation of Commerce and Industry (VCCI), the quality of Vietnam’s labor has improved. The number of untrained laborers or short-term trained workers has decreased, the number of employees who have attended secondary schools, colleges and universities has increased. Specifically, an increase of 8% for colleges and 15% for universities (Statistics for the period 2012 – 2017). This shows that the trend of vocational education in Vietnam still focuses more on universities and we need a solution to change to avoid “excess teachers, shortage of workers”. The elevator industry is no exception.
In the 2019 Provincial Competitiveness Index (PCI) Report, it was stated that only 29% of FDI enterprises and 27% of Vietnamese enterprises rated employees as meeting business needs. And that shows no small challenges for human resources in the elevator industry. According to a representative of VCCI, the elevator industry needs to properly assess human resource needs, thereby linking training with practice to be effective. The framework of training programs needs to be standardized, approaching international training programs. Building a 4.0 education system, training short-cuts to seize opportunities to create quality human resources, serving not only the domestic market but also exporting experts and high-class technicians to the market. international labor.
Sharing about this issue, Dr. Nguyen Duc Hanh, Director of Vietnam Institute of Lift Engineering Application (VILEA) said that VILEA is ready to pioneer cooperation with state management agencies, the vocational education system, and the business community to standardize the program and participate in training in elevator engineering. This is an important premise to solve the “thirst” for qualified human resources in the installation, maintenance and repair of elevators. Human resource management training will also be transferred by VILEA according to the needs of businesses.. Dr. Nguyen Duc Hanh said that this training strategy not only meets the demand for supplying skilled human resources for the domestic labor market but also aims to export experts and high-class technicians to the international labor market.
At the conference, the delegates heard many other presentations with different perspectives, approaches and analysis on the human resource issue of the elevator industry.
