EM – Elevators belong to the list of potentially unsafe goods (group 2) of the Ministry of Labor, Invalids and Social Affairs. This raises the urgency of promulgating the National Occupational Skills Standards for the elevator industry as soon as possible. This policy has been approved by the authorities.
Recognizing the importance of standardizing human resources, especially technical workers in the elevator industry, the Vietnam Elevator Association (VNEA) has proposed to develop a set of national occupational skills standards for installers. , repair, maintenance of elevators as a basis for developing national skills for workers working in the elevator industry. This will help standardize workers, develop vocational training, have a qualified workforce, increase professionalism, and reduce occupational accidents during the installation and use of elevators.
In fact, the labor force in Vietnam is about 51 million people, but nearly 74% have not yet recognized professional skills and capabilities.
Particularly for the elevator industry, although there are regulations at point 3.5.2.2 QCVN 02:2019/BLDTBXH National technical regulation on occupational safety for elevators, those who do jobs related to installation , maintenance and repair of elevators must be knowledgeable about the construction principles of elevators, trained in occupational safety and have the skills to perform the jobs they perform. However, the professional skills standards for those working in the above mentioned elevators have not been specified in the current legal documents.
Therefore, the Department of Occupational Safety has sent a response to VNEA, agreeing with the need to develop and issue a set of National Occupational Skills Standards for the elevator sector, proposed byVNEA.

The National Occupational Skills Standards set for the elevator industry developed by VNEA is expected to focus on developing skill levels from basic to advanced according to the structure of 3 competency groups.
Towards building a set of occupational skills standards in line with multi-party criteria and needs (management agencies – enterprises – employees – training institutions), VNEA will also organize a workshop “Improving quality of human resources in the elevator industry” will take place on July 13, 2022 in Hanoi with the participation of leaders of state management agencies, elevator enterprises, and elevator use management enterprises, vocational training schools, etc.
The workshop aimed to synthesize and advise on the development of regulations and policies to standardize human resources as well as create connections in the elevator industry, towards building a sustainable development ecosystem.
