EM – With a growth rate of over 65%/year, equivalent to thousands of elevators installed each year, the elevator market is becoming a potential market in Vietnam. According to Circular No. 01/2021/TT-BLDTBXH dated June 3, 2021 stipulating the list of products and goods capable of causing unsafety and some other legal documents, elevators belong to group 2 and need to be applied strictly state inspection measures on product quality and national standards on occupational safety. However, few people know that our country has never had a formal training school for technicians and elevator experts!
Great demand but no training code!
Talking to Elevator Magazine, Mr. Nguyen Chi Truong – Director of the Vocational Skills Department (General Department of Vocational Education and Training, Ministry of Labour, Invalids and Social Affairs) assessed that the demand for elevators in construction is currently very large. Before, when it was not developed, there were not many high-rise buildings, there were very few elevators, so vocational training was only available in technical fields related to elevators such as electricity, mechanics, lifting machines, motor, electronics … serving industry is the main. But now with the speed of urban development, high-class equipment such as elevators serving in commercial and civil high-rise buildings need very high safety according to strictly regulated standards, so today More and more technical workers are needed with expertise, professionalism, professionalism, formal training in the right specialty and relevant degrees and certificates.
Mr. Nguyen Chi Truong
The demand is like that, but currently there is no vocational training institution, vocational education of the state to provide vocational training in elevators. According to statistics, every year, Vietnam has more than 100,000 engineers graduating from different industries such as construction, mechanics, electricity, agriculture, environment, metallurgy, marine, informatics,… but unfortunately there is no industry that specializes in training engineers in elevator engineering.
MSc Hoa Van Ngu – one of the leading experts in elevators, former lecturer at the Faculty of Mechanical Engineering, University of Civil Engineering, said that currently there is no university that trains engineers specializing in elevators. Is it just a narrow specialty in the training program of forklift engineers. Therefore, elevator companies, when receiving engineers graduated from technical universities, will train and supplement themselves. Vocational schools have recently opened training classes for workers to install elevators. According to the general trend, when there are more and more elevators, it is necessary to train human resources to serve manufacturing, installation, maintenance and repair work. Training institutions have begun to pay attention to this issue.
Elevator manpower training: Every man for himself!
According to recent statistics, out of 50 million trained workers, the number of workers with formal certificates only accounts for 26.1%. In fact, there are a large number of human resources without degrees or certificates, but they still work and contribute to economic growth. The elevator industry is no exception to that situation.
The staff is maintaining the elevator
Mr. Nguyen Chi Truong said that, while there are no training programs and schools for specialized training in elevator engineering, elevator businesses are forced to open spontaneous training courses to provide human resources for themeselves. It is normal for enterprises to self-train their human resources according to their own needs. However, establishments that want to perform their job training functions and tasks must comply with the Law on Vocational Education. At the university level, according to the Law on Higher Education. All of them have adequate regulations, which establishments, organizations and individuals do not properly will be handled by the law. As the Law on Education stipulates, if you want to train elementary, intermediate and college programs, you must register with the competent authority for a license to operate in vocational education. At the same time, according to regulations, if only training organizations are not eligible, they must pass the assessment of national vocational certificates according to vocational skills standards to be granted certificates of course completion.
The representative of the General Department of Vocational Education shared that there are national vocational skills standards for workers to self-study according to this standard, the problem is the method of recognition for them. For elevator technicians, this is a job related to safety and user health, so training and special programs are needed. According to the Government’s Decree No. 31/2015/ND-CP dated March 24, 2015, detailing the implementation of a number of articles of the employment law on assessment and issuance of national vocational skills certificates, users Laborers who do jobs on the list of jobs that directly affect the health and safety of individual workers or the community must have a national certificate of occupational skills.
Any solution for elevator manpower?
All human resources experts when asked have the same answer that the demand for experts and elevator technicians is very high. However, the current specialized training in elevators is strong, everyone does it, there is no industry code, no specialized training school. This is a difficult problem that needs to be solved immediately for the authorities. According to an expert in the field of human resource training, to overcome this situation there are 3 solutions. The first is training through schools with degrees, through training institutions, through the national education system. The next solution is the learning path at the workplace, this is a very important solution, because employees are trained regularly at work, the skill level will increase rapidly. That is the solution that we are in need of and this number of workers is very large. The third solution is career enthusiasts who are completely self-taught, equipping themselves with knowledge and skills via the Internet. Thus, there are many ways for employees to improve and standardize their skills.
Elevator technician
In this regard, the representative of the General Department of Vocational Education also said that opening the right elevator profession is too good, but at the present time, if you are not eligible to open the industry, you can add more content. specialized training in elevators for training programs in related disciplines such as electricity, mechanics, construction, electronics, engines, architecture, construction design,… If the training background is good, technical skills If they have good skills, they (employees) can start working at the elevator business, quickly and efficiently. But skills are formed from the process of working, training through practical work. The more you practice, the more skills you develop. For example, driving a car, the more you drive, the better handling skills will be.
Vietnam Elevator Association cooperates with Hanoi High-Tech Vocational College to train elevator personnel
Notably, a representative of the General Department of Vocational Education said that this unit coordinated with the Vietnam Elevator Association to organize an elevator skills contest for this year, when reviewed, there was no industry code. Elevator technical training occupation code. And so, the organization of the elevator skills contest will aim to build the professional skill standards for this profession. From here, vocational education institutions, universities, and training centers have the basis to develop standard training programs and issue certificates in association with the market, associated with the demand for vocational skills that the market needs.
