On December 31, 2021, the Department of Occupational Safety, Ministry of Labor, War Invalids and Social Affairs issued Official Letter No. 639/ATLD-PCTTr to the Hanoi People’s Committee, responding to Official Letter No. 0112/VNEA dated December 1, 2021 of Vietnam Elevator Association on elevator safety at Den Lu Resettlement Area. In particular, the Vietnam Elevator Association has reflected that many elevators of the Den Lu Resettlement Area do not meet technical requirements, but people are still using them every day, endangering their lives and health.
This situation has been reflected very well by Elevator Magazine in the series “Apartment elevator safety: Not anyone ‘s own worries” consisting of 4 periods: Part 1: Feeling anxious about a way back, Part 2: The reason behind, Part 3: Confusion from the manager and Part 4: There is a solution but the answer has not been found yet.
The Department of Occupational Safety has verified the problem reported by the Association (through working with the Vietnam Elevator Association, the Northern Inspection Station – Area 2, Hanoi Housing Development and Management LLC and Hanoi Department of Construction). Verification results show that, Den Lu Resettlement Area has 14 elevators tested on April 19 and 20, 2021 that do not meet standards, 2 elevators are completely broken, not inspected. People here are still using substandard elevators (the management and use of the inspected elevators do not meet the standards, violating the provisions of Clause 1, Article 31 of the Law on Occupational Safety and Health
People complained that the elevators in the Den Lu resettlement apartment complex had completely broken elevators and many elevators were not qualified to operate.
The Department of Occupational Safety also found that the maintenance, repair and replacement of elevators in resettlement apartments in Hanoi are being carried out from the state budget from the funding source for the public rent service on the 1st floor of resettlement apartments and follow the plan (plans and estimates from the previous year will be implemented in the next year), so the replacement and repair of elevators is not timely, causing danger to residents.
The main cause of the above situation is that the mechanism for implementing, maintaining, repairing and replacing elevator equipment in resettlement apartments in Hanoi city is not suitable in reality (especially for elevators that are suddenly broken, need major repair or new replacement), the elevator management unit and the local state management unit are confused in complying with the regulations. In addition, administrative procedures in the implementation work and the lack of drastic implementation of the concerned parties are also part of the reason.
On the basis of the reporting of Elevator Magazine, in order to ensure the safety of life and health of people in the resettlement apartments, and to ensure local security and order, the Department of Labor Safety, the Ministry of Labor- TB & Social Affairs proposed a number of issues to the Hanoi People’s Committee. Accordingly, the City People’s Committee is requested to direct the relevant agencies to quickly remove obstacles in the process of implementing maintenance, repair, and replacement of elevator equipment in the resettlement apartments. In case of problems caused by documents of superiors, they shall report them to competent agencies for settlement.
At the same time, direct the review and appraisal of the quality of the elevators. For the elevators that cannot be repaired (or the repair is difficult, more expensive than replacing), it is necessary to have an investment plan to replace the elevator; Strengthen supervision of the quality of maintenance management, use of elevators, clearly define the responsibilities of the parties involved in order to limit equipment degradation. Along with that, direct the Hanoi Department of Labor, War Invalids and Social Affairs to coordinate with relevant agencies to continue reviewing and inspecting safety in using elevators in resettlement apartments.
