EM – According to Circular No. 09/2025/TT-BNV on the delineation of authority and decentralization of state management tasks in the field of home affairs, Provincial People’s Committees shall be delegated the authority to manage the quality of imported products and goods that are potentially hazardous, including elevators, escalators, and safety devices.
On June 26th, 2025, the Department of Employment (Ministry of Home Affairs) issued Notice No. 06/TB-CVL regarding the decentralization of the reception and handling of registration dossiers for State Quality Inspection of Group 2 imported products and goods under the scope of management of the Ministry of Home Affairs.
Specifically, pursuant to Article 16 of Circular No. 09/2025/TT-BNV, issued on June 18th, 2025 by the Ministry of Home Affairs, which stipulates the delineation of authority and decentralization of state management tasks in the field of home affairs and takes effect from July 1st, 2025; and pursuant to Decision No. 636/QD-BNV dated June 20th, 2025 of the Minister of Home Affairs on the publication of newly promulgated and repealed administrative procedures in the fields of Employment and Occupational Safety and Health under the management scope of the Ministry of Home Affairs, the Department of Employment hereby announces as follows:
As of July 1, 2025, Provincial People’s Committees shall be delegated the authority to perform the task of managing the quality of imported products and goods that may pose safety risks. Provincial People’s Committees shall serve as the competent authorities responsible for organizing the reception and processing of registration dossiers for the quality inspection of imported products and goods that are potentially hazardous, as listed in Annex II attached to Circular No. 09/2025/TT-BNV.
List of Products and Goods in Annex II of Circular No. 09/2025/TT-BNV
Accordingly, pursuant to Circular No. 09/2025/TT-BNV and the List of Products and Goods in Annex II enclosed therewith, Provincial People’s Committees shall officially assume responsibility for receiving and processing registration dossiers for quality inspection of all imported elevators and elevator safety components, as well as escalators, moving walkways, and escalator safety components, starting from July 1st, 2025.
The state inspection of the quality of imported goods shall be carried out in accordance with Point 2b, Article 7 of Decree No. 132/2008/ND-CP dated December 31, 2008, of the Government detailing the implementation of a number of articles of the Law on Product and Goods Quality, as amended and supplemented by Point 3, Article 1 of Decree No. 74/2018/ND-CP dated May 15, 2018, amending and supplementing a number of articles of Decree No. 132/2008/ND-CP.
